You must be running an older version of Cygwin (pre ~2005) to use this version of XGRAPH.

Cygwin Installation - The Cygwin installation is fairly straighforward. It is driven
by a simple installation manager, which you download first. It enables you to control
which packages you download and install. Download and installation can be done in either
one-step or two steps. We have tried it both ways, and the two-step method has advantages.
We believe you need the Xfree86 and Lesstif libraries for graphical operation, but little else beyond the default download.
Typical installation requires about 600-MB to download, and about another 1.9-GB to unpack,
so make sure you have enough space before you start.
Once installed, invoke Cygwin, it brings up a command window.
Type:
startxwin
xterm &
You should now have a terminal window. Try XGRAPH.
